  • Store and distribute alcohol only according to permitted channels
  • Train staff and maintain order and sobriety at sales or serving points
  • Follow rules for labeling, advertising, and packaging
Specific Responsibilities for Website Owners
  • Alcohol ads must not target or depict individuals under 25
  • Must not encourage alcohol consumption or be intrusive
  • Online ads for products over 15% ABV are restricted in print and audiovisual formats
  • Advertising must clearly state alcohol content and include health warnings
  • Any online retail or delivery services must verify buyer's age and respect distribution laws
  • Online platforms must ensure that the age of the buyer is verified before sale or delivery, in accordance with applicable legal age thresholds (20 for retail, 18 for folk beer)
Additional Requirements
  • Only the state-owned company (Systembolaget) may retail spirits, wine, and strong beer
  • Licensed restaurants may serve alcohol but must offer food
  • Folk beer (2.25% to 3.5% ABV) can be sold in grocery stores under conditions
  • Marketers must use only approved formats and include responsible drinking messages
Individual Rights

The Alcohol Act does not establish individual legal rights like those found in data protection laws. Instead, it focuses on protecting public health through age restrictions, sales regulations, and responsible marketing. While individuals do not have a right to access, delete, or object under this law, the rules are designed to protect consumers and minors from harm.
