What Businesses Are Affected

Exemptions

Specific Responsibilities for Website Owners
  • Online gambling operators must be licensed specifically for remote gaming.
  • The website must include clear terms and conditions, responsible gaming information, and age restrictions (players must be at least 21 years old).
  • Age verification tools must be implemented at account creation and during gameplay.
  • Operators must block access to unlicensed foreign gambling websites.
  • Online systems must ensure identity verification, secure payment processing, and detect suspicious transactions.
  • Any operator found facilitating access from sanctioned jurisdictions or blacklisted domains may be subject to investigation or license suspension.
Additional Requirements
  • Gambling advertising is strictly regulated and must not target minors or suggest gambling as a solution to personal problems.
  • Winnings above a certain threshold must be reported for tax purposes.
  • License holders must pay gaming taxes and comply with local tax laws.
  • In venues offering Category B gaming machines, bingo, Category A machines, table games, or totalisator betting, other commercial economic activities are generally prohibited—except for restaurants, bars, concert activities, and currency exchange services.
Individual Rights
  • Players have the right to request exclusion from gambling services.
  • Personal data of players must be processed lawfully and protected in accordance with GDPR.
  • Players may request access to their gaming history and personal information.
Enforcement
  • Supervisory body: Gambling Supervision Authority under the Ministry of Finance.
  • Penalties include fines, license suspension or revocation, and administrative sanctions.
  • Fines may range up to EUR 1,500 for minor violations and significantly higher for repeated or serious breaches.
